Today, 50 million people are suffering the consequences of armed conflict in urban environments. What are the main legal and operational challenges of urban warfare, and how can we better protect civilian populations in urban centres?
Peter Maurer is President of the International Committee of the Red Cross. He previously served as Switzerland’s Secretary of State for Foreign Affairs, and as Switzerland’s Ambassador to the United Nations in New York.
